Use Permit Application No. 16-00008 by City of Hampton to operate a public pier at 35 and 47 Water St [LRSN 12001132, 12001133]

 

Purpose

Background Statement:

This is a request for a use permit to operate a public pier on the Phoebus waterfront. This project was originally authorized with a conditional use permit in January of 2012; that permit has expired, and a new use permit is required.

 

The property is zoned PO-1 Parks and Open Space General, which allows for a public pier with the approval of a use permit.

 

The Hampton Community Plan (2006, as amended) recommends mixed use for this site. The Plan sets out a vision that “Hampton Neighborhoods: the best places to be.” and establishes policies that support this vision. The proposed pier is in alignment with these policies and vision of the Hampton Community Plan.

 

Additionally, the pier is consistent with the recommendations of the Phoebus Master Plan (2013, as amended). The Plan lays out a vision of redeveloping the site into a public park; this vision includes the construction of a small dock/pier that could accommodate canoes, kayaks, dinghies, and other small water craft.

 

If this application is approved, staff recommends attaching conditions that, among others, address compliance with a site plan and construction documents.
