Resolution to Amend the Fiscal Year 2024 Council Approved Budget and Accept and Appropriate the 2020 U.S. Department of Commerce’s Economic Development Administration FY 2020 Public Works and Economic Adjustment Assistance Grant Award
Purpose
PURPOSE/BACKGROUND:
The City of Hampton Public Works Department (“Public Works”) developed the City of Hampton Public Works Training Simulation Facility Project (the “Project”), a non- construction project, that involves obtaining two new Vortex Advantage 5-Display Heavy Equipment Simulators (the “Simulators”) to be placed in an existing building owned Public Works located at 550 N Back River Road. The Project will enable the current City’s workforce, as well as those seeking training regionally, including the unemployed, graduating high school students, etc., to be trained on the Simulators. The Simulators are designed to give the most realistic experience of operating a real heavy equipment. Operators who train on the Simulators develop real-world skills they need to operate heavy equipment safely and efficiently.
In February 2020, Public Works applied for the U.S. Department of Commerce’s Economic Development Administration (“EDA”) FY 2020 Public Works and Economic Adjustment Assistance Grant (FY20 PWEAA). The City was notified that the EDA approved the grant application in August, 2023 and awarded a $246,018.00 investment from EDA for the purchase of the Simulators, to be combined with a monetary local match of $104,016.00 from the City for a total project cost of $350,034.00. The local match of $104,016.00 shall be funded partially from the Stormwater Management Fund (“Capital Outlay Equipment”) and partially from the Wastewater Management Fund (“Capital Outlay Equipment”).
Public Works estimates the time of completion for the Project (including installation of Simulators) to be in 2024-2025.
