Resolution to Amend the Fiscal Year 2024 Council Approved Budget to Accept and Appropriate the FY23 Bureau of Justice Assistance (BJA) Byrne Discretionary Community Project Grant Awarded by United States Department of Justice

Purpose

PURPOSE/BACKGROUND:

This funding was authorized by the US Congressional Consolidated Appropriations Act of 2023 to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime (other than through compensation). 

The United States Department of Justice awarded the City of Hampton this $4,600,000 in grant funding for the establishment of a Hampton Gun Violence Intervention Program.

Discussion:

This grant award will support the implementation of the Gun Violence Intervention Program in the City of Hampton.  The overall program will be facilitated by the Hampton Department of Youth and Young Adult Opportunities, in coordination with the Hampton Police Division. The funds will be utilized to fund efforts in identified areas that have been disproportionately impacted by gun violence in recent years with the goal of improving safety in these areas of the city, providing residents with access to additional services and moving towards a goal of reducing overall gun violence in these areas by 50% by end of grant period.   The grant funds will be utilized for establishing satellite offices in the impacted areas to provide easy access for community-based prevention and intervention wrap-around services and access to mental health resources. Also, the program will provide job training, employment opportunities, wellness programs and enhanced police patrols.

Impact:

The City has been awarded $4,600,000.00  in federal grant funds from USDOJ. No local cash or in-kind match is required.
