Purpose
PURPOSE/BACKGROUND:
The goal of the Infant and Toddler Connection of Hampton-Newport News is the development of a system of comprehensive services to children with developmental delays, diagnosed disabling conditions or atypical development, from birth through two years of age, in the cities of Hampton and Newport News. For the past sixteen years, the City of Hampton has received the Early Intervention Services for Infants and Toddlers with Disabilities and their Families award on behalf of the Infant and Toddler Connection of Hampton-Newport News.

Discussion:
This program is vital to families because children between birth and three years of age are developing sensory pathways for learning at a greater rate than any other time in life. Quite simply, children with disabilities receiving needed therapeutic and educational services at this young age have a window of opportunity to overcome or minimize their disability or risk of disability. The Infant and Toddler Council is comprised of parents, service providers, agency representatives and individuals involved with personnel preparations.

Impact:
The total grant is $666,764. The federal portion is $232,296 and the state portion is $434,468. No local match is required.

WHEREAS, the Department of Behavioral Health and Developmental Services (DBHDS) has awarded the City of Hampton, Part C funds on behalf of the Infant and Toddler Connection of Hampton Newport News in the amount of $232,296 in federal funds and $434,468 in state funds for a total award of $666,764; and

WHEREAS, the grant period covers July 1, 2016 through June 30, 2017.
