Small, Woman, and Minority (SWaM) Owned Businesses Initiative Update

 

Purpose

PURPOSE/BACKGROUND:

The purpose of the presentation is to update City Council on procurement data for Small, Woman, and Minority (SWaM) owned businesses; and to make recommendations to better position the City to achieve its SWaM business development and procurement goals.

 

Discussion:

 

Using existing state laws, the City of Hampton has the ability to modify its current procurement practices with the goal of increasing the utilization of SWaM businesses and total City spending with SWaM businesses.   It is also suggested that re-purposing the current Purchasing and Procurement Oversight Committee to become a SWaM Business Committee, in addition to other strategic activities, will assist in the aforementioned effort in addition to creating a broader economic base in the City.  The reallocation of existing staffing resources is proposed for this effort to have a neutral impact on the budgets for the Department of Economic Development and Consolidated Procurement.

 

Impact:

 

If implemented, the recommendations will positively impact outcomes related to the City's priority areas of Economic Growth and Family Resilience & Economic Empowerment.  The implementation of the recommendations will also positively impact the City's goals for SWaM vendor participation in City procurement.
