Resolution Authorizing the Acceptance and Appropriation of a Gift from Dr. and Mrs. William R. Harvey to Establish an Endowment in Honor of Former Chief of Police, Pat Minetti
Purpose
PURPOSE/BACKGROUND:
Dr. William R. Harvey, President Emeritus of Hampton University, and his wife, Norma B. Harvey, have communicated their desire to establish an Endowment of $20,000.00 in the City of Hampton, in honor of former Chief of Police, Pat Minetti. Said Endowment would provide $1,000.00 annually to a Hampton police officer who has demonstrated outstanding leadership, character, caring and support for the citizens of the City of Hampton. The annual recipient to be chosen by a committee made up of the Chief of Police, the City Manager, Mayor, Director of Human Resources and the Commonwealth's Attorney.
Pursuant to Hampton City Code Section 2-134(a), gifts to the city of money of five thousand dollars ($5,000.00) or more, as aggregated or as a whole, shall be approved and appropriated for city use by the council by appropriate resolution before such gifts may be put to the use of the city. Any conditions pertaining to such gifts shall also be recorded in the council minutes.

WHEREAS, Dr. William R. Harvey, President Emeritus of Hampton University, and his wife, Norma B. Harvey, have generously offered to fund the establishment of a $20,000.00 endowment in the City of Hampton, in honor of former Chief of Police, Pat Minetti (the "Endowment");
WHEREAS, as a condition of the gift, Dr. and Mrs. Harvey have directed that $1,000.00 be awarded annually (the "Annual Award") to a Hampton police officer who has demonstrated outstanding leadership, character, caring and support for the citizens of the City of Hampton; and that the selected police officer be chosen ...
