Final Report from Stakeholder Group - Proposed Ordinance Amendment: Camping and Storage on Public Property

Discussion:
On May 14, 2025, City Council received an initial briefing on a proposed ordinance amendment addressing camping and storage on public property. The item was brought forward for formal consideration on June 11, 2025; however, Council deferred action at that time in order to convene a stakeholder group to review the proposal and provide input. The stakeholder group was intentionally composed to reflect a balance of perspectives, and its formation and process were designed to ensure thoughtful, inclusive discussion.
The stakeholder group has concluded its work and is now presenting its final report to City Council. This report outlines the group’s discussions, areas of consensus, and any differing viewpoints that emerged during the review process. Staff will provide an overview of the group's findings and any accompanying staff recommendations.

Following this presentation, Council may choose to take formal action on the previously deferred ordinance amendment, request revisions based on the stakeholder feedback, or provide additional direction to staff.
