Review and Approval of the Hampton-Newport News Community Services Board Amended and Restated FY2026 and FY2027 Performance Contract and Supplemental Documents with the Department of Behavioral Health and Development Services
Purpose
PURPOSE/BACKGROUND:
The Hampton-Newport News Community Service Board ("CSB") annually submits to the City Council its performance contract for community mental health, development, and substance abuse services for approval as required by Virginia Code § 37.2-508. This contract is the primary accountability and funding mechanism between the Virginia Department of Behavioral Health and Developmental Services ("Department") and the CSB. Before the Department approves the contract, the governing bodies of each city that established the CSB must approve the performance contract.
The current document to be approved is "Amendment 4 Amended and Restated FY2026 and FY2027 Community Services Performance Contract Master Agreement and Supplemental Documents (Contract No. P1636.4)".
Attached to this file is CSB's 2027 Budget Presentation. The City Council Approved Budgets for FY26 and FY27 each include a contribution to CSB in the amount of $2,197,527.
Impact:
Approval of this agreement will provide continuity of CSB services.
Recommendation:
Approval by motion of the Contract in substantially the form attached.
