Use Permit Application No. 24-0463 by Cavalier Homes, LLC for Multifamily Dwellings at 1814 Kecoughtan Road [LRSN 1005156]
Purpose
Background Statement:
Use Permit Application No. 24-0463 is being brought forward in conjunction with Rezoning Application No. 24-0462, which would place 1814 Kecoughtan Road [LRSN 1005156] in the Multifamily Residential (MD-4) District with conditions. The MD-4 District requires an approved Use Permit to establish and operate multifamily residences. The applicant proposes to convert a vacant commercial building, originally constructed as a single-family home, to a multifamily residence. Key proffered conditions in the rezoning include adherence to the concept plan, improvements to the exterior materials, removal of the commercial sign, and enhanced landscaping. The proposed conditions for the Use Permit would require adherence to the rezoning conditions as well as require placement of a dumpster, should one be used, behind the residential building and screened by appropriately sized fencing or evergreen shrubbery.
The Hampton Community Plan (2006, as amended) recommends low density residential land use for the subject property. The Community Plan also includes policies protecting the character of existing neighborhoods while supporting an increase in housing mix and density in appropriate locations. The Kecoughtan Road Corridor Master Plan (2006, as amended) has an overarching vision of transforming Kecoughtan Road into a residential boulevard with commercial uses focused in key locations. On the west end of Kecoughtan Road in particular, the plan recommends redeveloping or repositioning underutilized commercial properties, many of which are deteriorating, to residential use.
