Resolution to Amend the FY2026 City Council Approved Budget and Appropriate $30,608 from the Capital Projects Fund Restricted Fund Balance to the Capital Fund (Capital Projects Fund) for the Transportation Initiative Project

Purpose

In August 2025, the City’s Department of Public Works (“Public Works”) was notified by the Virginia Department of Transportation (“VDOT”) that a funding analysis was performed for the completed Armistead Avenue Connector Phase 1A Project and that VDOT owed the City funds for project expenditures incurred.  The funds owed from VDOT were received in September 2025 and are currently held in the Capital Projects Fund Restricted Fund Balance.  It is proposed by Public Works that those funds be appropriated to the Capital Projects Fund for the Transportation Initiative Project to be available for the City’s local match(es) that may need to be funded during Fiscal Year 2026 on eligible VDOT projects, such as Revenue Sharing Projects and Transportation Alternatives Projects.

Impact

Funds will be readily available, as needed, which will support keeping projects on schedule.

                     WHEREAS, the Virginia Department of Transportation ("VDOT") identified an account balance of $30,608 from the completed Armistead Avenue Connector Phase 1A Project that could be returned to the City;  

                     WHEREAS, the $30,608 was returned to the City and is currently held in the Capital Projects Fund Restricted Fund Balance;

                     WHEREAS, the City’s Public Works Department has determined that those funds could be used to satisfy local match requirements that may be required in Fiscal Year 2026 on any eligible VDOT project if appropriated to the Capital Projects Fund for the Transportation Initiative Project; and

                     WHEREAS, those funds were not previously included in the FY2026 City Council Approved Budget.
