Resolution to Amend the Fiscal Year 2024 Council Approved Budget to Accept and Appropriate the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) Award through the Virginia Department of Emergency Management (VDEM) for the City of Hampton Elevation Project [FEMA-DR-4602-DR-VA-0008]

Purpose

PURPOSE/BACKGROUND:

The City of Hampton (the “City”) has been awarded funding by the Federal Emergency Management Agency (“FEMA”) Hazard Mitigation Grant Program (“HMGP”) through the Virginia Department of Emergency Management (“VDEM”) for the City of Hampton Elevation Project [FEMA-DR-4602-DR-VA-0008] (the “Project”) in response to a grant application that the City previously submitted.  The Project goal is to elevate eight residential structures in the City with a budget of $3,152,564. Of the total budget, FEMA will provide $2,852,319.80 ($2,702,197.80 for the Project and $150,122 for sub-recipient management cost funds) and VDEM will provide a state match of $300,244.20. No local match is required. 

Discussion:

In support of the City's mitigation efforts to help reduce flooding impacts to our residents, the City applied for and was awarded a competitive FEMA Hazard Mitigation Grant in 2024. The Project goal is to elevate eight residential structures in the City with a budget of $3,152,564. Of the total budget, FEMA will provide $2,852,319.80 ($2,702,197.80 for the Project and $150,122 for sub-recipient management cost funds) and VDEM will provide a state match of $300,244.20. No local match is required.  The City’s use of these funds to elevate homes subject to repetitive flooding will assist in furthering flood mitigation efforts throughout the City along with reducing claims to the National Flood Insurance Program. Elevation of homes also protects the health and safety of those residents receiving assistance.
