Resolution to Amend the FY2026 City Council Budget to Accept and Appropriate $1,010,000 from the Virginia Department of Transportation in Hampton Roads Transportation Accountability Commission Funding to the Capital Fund (Capital Projects Fund) for Three Projects
Purpose
In support of the Hampton Roads Express Lane (HREL) network, funding has been identified by Hampton Roads Transportation Accountability Commission (HRTAC) for local strategies that will improve the flow of traffic on local roads adjacent to the project construction. As vehicles divert from I-64 mainline, three local strategies, which include (1) CCTV Camera Installation; (2) Signal Timing; and (3) Signal Detection have been identified to be funded on a reimbursement basis for the cities of Hampton, Newport News and Norfolk. The projects will be locally administered with support from the Virginia Department of Transportation (VDOT) and are required to be completed prior to February 2027.
In May 2025, City Council approved resolution 25-0155 to request VDOT to program $1,010,000.00 for the City’s three projects into its Six-Year Improvement Plan. VDOT has assigned project numbers in anticipation of the City's approval of this request and once the allocation is accepted by the City, funding will be available immediately.
Impact
The projects will improve the flow of traffic on local adjacent roads during project construction of the HREL at no cost to the City.
