Rezoning Application 26-0222 by 1772 Old Buckroe Road LLC to Rezone 1.94 Acres at 1772 Old Buckroe Road From One Family Residential (R-11) District to Two Family Residential (R-8) District With Conditions
Purpose
Background Statement:
The applicant is seeking to rezone 1.94 acres from One Family Residential (R-11) District to Two Family Residential (R-8) District, with conditions, to create McDowell Point, consisting of one (1) single family dwelling and four (4) duplex dwellings, for a total of nine (9) residential units. Each dwelling unit would front on a new public street with additional improvements including a sidewalk, stormwater management facilities, landscaping and a property owners association. Architectural designs and features for the proposed dwellings would include characteristics prevalent in the Buckroe community.
The Hampton Community Plan (2006, as amended) future land use map recommends low density residential development for this site.
The Planning Commission considered this application on July 16, 2026. A public hearing was held with topics of discussion including limits of clearing and tree removal associated with the proposal, flooding and resiliency, stormwater management, a traffic impact analysis, Hampton Roads Transit bus stop, impacts to adjacent properties, landscape buffers, and the development plan process. A motion was adopted by the Planning Commission to defer this application to a future date.
The Colonial Acres Homeowner's Association held a community meeting on August 11, 2026 and invited the applicant to attend. There were 17 people in attendance including the applicant, staff and community members.
