Purpose
PURPOSE/BACKGROUND:

The Departments of Public Works and Parks, Recreation & Leisure Services (the “Departments”) use various financial methods to balance budgets and track the infrastructure of numerous divisions against competing demands. Since 1999, the Departments have been building a Geographical Information System (“GIS”) based reporting system in Lucity to (a) track the infrastructure of the Departments; (b) track and report Virginia Department of Transportation data as required under the Urban Maintenance Report; and (c) to track all infrastructure maintenance and installation costs in the City. The Stormwater and Wastewater divisions of the Department of Public Works use Lucity for tracking and reporting MS4 Permit and Consent Order data as required by the Virginia Department of Environmental Quality. The Departments are integrated with Salesforce, the system used by the City’s Customer Call Center for citizen and business information portal.

The Departments have already invested thousands of hours and approximately $864,553.49 towards the Lucity software. Given Lucity’s existing setup and integrations with GIS and Salesforce, implementing a new company for Asset Management Software would require years of training and implementation as well as additional funds estimated in the millions. The integrations and work already established by Lucity, Inc. has been determined to be fair and reasonable.
