Resolution Authorizing the Acceptance of a Gift of Tangible Personal Property Valued at $7,000.00 from David B. Lankford.
Purpose
PURPOSE/BACKGROUND:
David B. Lankford, the son of Benjamin Wilton Lankford reached out to the Hampton History Museum in July 6, 2019 to donate a to-scale streetcar model with a hand-made display box and an oil painting of an aerial view of Hampton circa 1932, created by his father. Benjamin W. Lankford was a nationally-known model maker and painter. The donor provided a verbal appraisal of $7,000 for the two items. The items were received at the Hampton History Museum on July 26, 2019.
Pursuant to Hampton City Code Section 2-134(a), gifts to the city of real property and tangible personal property valued at five thousand dollars ($5,000.00) or more shall be approved by City Council, by appropriate motion duly recorded in the Council minutes, before such gifts shall be deemed to have been accepted by the City.

WHEREAS, David B. Lankford generously agreed to donate tangible personal property to the City of Hampton (the “City”);
WHEREAS, the tangible personal property includes a to-scale streetcar model with a hand-made display box and an oil painting of an aerial view of Hampton circa 1932, created by Benjamin Wilton Lankford and valued at $7,000.00 by the donor;
WHEREAS, the City received the tangible personal property on July 26, 2019 at the Hampton History Museum; and
WHEREAS, acceptance of such donations by the City of Hampton, pursuant to Hampton City Code § 2-134, requires the approval of the Hampton City Council to the extent the amount or value of such gifts or donations is $5,000.00 or gr...
