Purpose
PURPOSE/BACKGROUND:

The Police Division is interested in acquiring a used Non-Armored High Mobility Multipurpose Wheeled Vehicle (HMMWV/Humvee) vehicle from the Federal 1033 Defense Reutilization and Marketing Office (DRMO) program. This vehicle is a 4-wheel drive vehicle, tan in color and has no armor plating, gun mounts or any other type of assault equipment installed on it.

The desired vehicle would be utilized by trained personnel in the Division to conduct rescue operations for citizens who may become stranded in extreme weather events such as coastal storms and the resulting flooding or snow storms resulting in large snow amounts. It has the distinct capability of entering areas such as high water, where other city vehicles cannot access.

Importantly, the vehicle would be modified to allow for seating of citizens in the rear of the vehicle and allow for their safe transport to areas outside of the affected area. The current value of this vehicle is approximately $56,000 (DRMO’s valuation) and would cost no money for the City of Hampton to obtain from the program. Current estimations to place the vehicle into service (including modifications) are approximately $1,000.


Discussion:

Executive Order 13688 requires governing body approval before a locality can acquire certain equipment which may be used for law enforcement purposes. Approval of this resolution will positively affect the safety of Hampton citizens during inclement weather

Impact:

Financial impact is approximately $1,000, but is saving the City the cost of the vehicle. Other impacts are the increased ability of the Police to perform rescue operations during times of inclement weather.
