Background Statement:
Use Permit Application No. 24-0452 is a request to operate a private school for ages 6 weeks to 12-year-old students at 66 Big Bethel Road [LRSN: 3005824]. The property is zoned One Family Residential (R-11) District which allows for a private school, subject to an approved Use Permit. More specifically, the applicant is requesting to amend the existing conditions of the original Use Permit, granted in 2008, by expanding the age range from four (4) - 12 years of age to six (6) weeks - 12 years of age.
The Hampton Community Plan (2006, as amended) recommends low density residential use for this property. From the Community Plan, policies related to this land use application include promoting access to educational opportunities, particularly for youth; promoting educational facilities that have a high degree of flexibility while recognizing that the world and community values are rapidly changing; nurturing small and start-up businesses; and fostering the successful redevelopment of vacant and underutilized commercial and industrial properties within the City.
