Closed session pursuant to Virginia Code Sections 2.2-3711.A.1, .3, and .8 to discuss appointments as listed on the agenda; mid-year performance evaluations of the City Manager, City Attorney and t he City Clerk; to discuss the acquisition of publicly held real property in the areas of Lincoln Park, Buckroe, Kecoughtan Corridor, Downtown Hamton, King Street, Coliseum Central, and Phoebus, where discussion in an open meeting would adverse affect the bargaining position or negotiating strategy of the City; and consultation with legal counsel employed or retained by a public body regarding specific legal matters concerning a development agreement and a lease agreement requiring the provision of legal advice by such counsel.
