Resolution to Amend the Fiscal Year 2025 Council Approved Budget to Appropriate a Total of $142,000 from the Computer Replacement Committed Fund Balance Account to the Information Technology General Fund for the Cybersecurity Program
Purpose
PURPOSE/BACKGROUND:
The purpose is to implement annual penetration testings and continuous internal vulnerability scans for the City of Hampton’s network. These scans are a security requirement for maintaining PCI compliance, meet financial auditing compliance, and ensure we maintain eligibility for Cyber-liability insurance coverage. This ensures the ability to receive unbiased third-party security testing to identify weaknesses in the city's computer and network system. The Computer Replacement Committed Fund Balance Account has sufficient fund balance to fund this initiative this year, without impacting the computer replacement schedule.

WHEREAS, the City of Hampton must enhance cybersecurity to protect sensitive data and maintain uninterrupted operations;
WHEREAS, annual penetration testing and continuous vulnerability scans are required for PCI DSS 4.0 compliance, financial audits, and Cyber-liability insurance eligibility; and
WHEREAS, third-party security testing ensures unbiased assessments to strengthen the City’s network defenses.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia, that the Fiscal Year 2025 Council Approved Budget be amended and a total of $142,000 appropriated from the Computer Replacement Committed Fund Balance Account to the Information Technology’s General Fund operating budget to support the cybersecurity program.
