Resolution Determining Shellae Blackwell to be the Only Source Practicably Available from which to Procure Neighborhood Capacity Building Services Authorizing the Negotiation and Execution of a Purchase Contract with Shellae Blackwell as "Sole Source"
Purpose
PURPOSE/BACKGROUND:
One of the goals of the Safe & Clean Campaign is to build positive relationships with neighborhood leaders and organizations in targeted areas to reduce crime and blight. Shellae Blackwell, a former employee of the Hampton Neighborhood Office for over thirty (30) years, has the requisite experience, and relationships with staff and community members to build the relationships necessary for the Safe & Clean Campaign. Ms. Blackwell was hired as a contractor in 2014 to support the Safe & Clean Campaign. Ms. Blackwell's unique experience has proven invaluable in facilitating neighborhood engagement, strengthening neighborhood leadership and promoting a positive image of City leaders and staff in this position.

WHEREAS, Hampton City Council acknowledges one of the goals of the Safe & Clean Campaign is to build positive relationships with neighborhood leaders and organizations in targeted areas to reduce crime and blight;
WHEREAS, the Hampton City Council recognizes that community-based organizations have a unique role to play in the revitalization of neighborhoods and local economies, and established neighborhood organizations, such as associations, neighborhood watch programs, and neighborhood alliances, are a means to building a neighborhood's capacity to address issues, crime and blight;
WHEREAS, Hampton City Council acknowledges the public interest in providing, through its Community Development Department, the most efficient and cost-effective means reasonably available and affordable to facilitate neighborhood leadership engagement, promote a positive perception by residents and civic leaders of city staff and services...
