Purpose
PURPOSE/BACKGROUND:
Mass Care Communications grant will provide a redundant means of communication from Hampton’s Emergency Operations Center to Hampton’s emergency shelters via WebEOC.

Discussion:
The City of Hampton has been awarded a 2015 State Homeland Security Grant Program grant to support the City of Hampton’s Mass Care Shelter Program with additional communications equipment. The grant is for $14,583 with no match required. This grant is the joint effort of Hampton’s Public Service Team and the Office of Emergency Management. Currently there are no other funding sources for this program other than funding it through additional City funds or the State Homeland Security Grant.

Impact:
This grant allows the Office of Emergency Management to continue to develop an additional way to communicate during a disaster with open shelters. This supports our Emergency Operations Plan by providing an additional way to provide communication amongst City Departments in the Emergency Operations Center and disaster shelters.

WHEREAS, the Virginia Department of Emergency Management has awarded a 2015 State Homeland Security Program Grant - Mass Care Shelter Program to the City of Hampton in the amount of $14,583 with a local match required of $0 for a total grant amount of $14,583; and

WHEREAS, the grant award covers the period September 1, 2015 through March 31, 2017.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton accepts and appropriates the 2015 State Homeland Security Program Grant - Mass Care Shelter Program in the amount of $14,583 awarded with no required grant match, and any related supplemental funding, by the Virginia Department of Emergency Management in ac...
