Ordinance to Adopt a Budget and Appropriate Monies for the Capital Budget (Projects) Fund of the City of Hampton for Fiscal Year 2027 beginning July 1, 2026 and ending June 30, 2027
Purpose
PURPOSE/BACKGROUND:
This ordinance adopts a budget and appropriates monies for the Capital Budget (Projects) Fund of the City of Hampton as presented in the City Manager's Recommended Budget for Fiscal Year 2027.
Discussion:
This ordinance adopts a budget and appropriates monies for the Capital Budget (Projects) Fund for Fiscal Year 2027. The Capital Budget, as presented in the City Manager's Recommended Budget for Fiscal Year 2027, is based on the first year presented in the FY 2027-2031 Capital Improvement Plan (CIP). The CIP was approved on April 22, 2026 after a public hearing. The budget includes both revenues and expenditures as set forth on the attached budget schedule.
The public hearings necessary to adopt a budget and appropriate monies for the Capital Budget (Projects) Fund were duly advertised in the Daily Press on April 12, 2026, April 26, 2026 and May 3, 2026. A summary of the budget was published in the Daily Press on April 12, 2026.
Pursuant to Hampton City Code Sec. 2-50: "No ordinance or resolution appropriating money included in the annual budget shall be passed on the same day of its introduction, except that such an appropriation may be passed on the same day of its introduction by the concurrence of five (5) members of Council, pursuant to a motion made for that purpose." This ordinance is being introduced on May 6, 2026. Final approval will be requested at City Council's meeting on May 13, 2026.
Impact:
The total revenues and expenditures for the Capital Budget (Projects) Fund budget are $129,888,306.
Recommendation:
May 6, 2026: Introduction.
May 13, 2026: Approval.
