Purpose
PURPOSE/BACKGROUND:
The City has been conditionally awarded funds pursuant to the Defense Community Infrastructure Pilot Program (DCIP). Due to the federal DCIP grant timeline, which is tied to the end of the federal government's fiscal year on September 30, 2022, adoption of an appropriation resolution is necessary prior to receipt of the final grant award and execution of the grant agreement. Thus, the purpose of this resolution is to accept and appropriate such federal grant funds and allocate matching funds. This conditional grant award is for $7,670,000.00, which requires a local cash match of $3,290,000.00 for a total of $10,960,000.00. These funds will facilitate the construction of a public safety training facility at Fort Monroe.

The DCIP grant will allow the Hampton Police Division (HPD) and Joint Base Langley-Eustis (JBLE) to replace two existing and outdated training facilities that are currently used by each entity. The project objective is to provide a contemporary, state-of-the-art, indoor training facility that meets both the needs of HPD and JBLE-Langley’s federal standards pursuant to the Department of Defense Uniform Facilities Criteria (UFC). The new training facility will be located at Fort Monroe within an existing building, which is intended to be managed through a long-term lease agreement between the City of Hampton and the Fort Monroe Authority.
