Purpose
PURPOSE/BACKGROUND:
The City of Hampton’s adopted Capital Improvement Plan (CIP) approved Virginia Department of Transportation (VDOT) Revenue Sharing funds for the Buckroe Avenue Reconstruction project (UPC 102988) (the “Buckroe Project”), a Revenue Sharing project. Revenue Sharing funds are 50% State and 50% City Funds. The construction costs of the project were completed under budget. The Buckroe Project has $104,008 ($52,004 State/$52,004 City) in surplus funds remaining on the project. The City of Hampton (“City”) did not have any allocated Revenue Sharing projects within a six month time frame of the construction completion of the Buckroe Project and usually those surplus funds would have to be returned to the Virginia Department of Transportation (“VDOT”) as balance entry accounts. The City’s Public Works Department recommends designating the Wythe Creek Road Project (UPC 97715) (the “Wythe Project”), a Regional Surface Transportation Program (RSTP) Project, to become a Revenue Sharing recipient and further recommends transferring surplus funds from the Buckroe Project to the Wythe Project. The Wythe Project will construct a new bridge above the causeway elevation, providing an evacuation route from Poquoson into Hampton. Wythe Creek Road (Route 172) will be widened to include a reversible lane which will alleviate peak-hour traffic demands. Designating the Wythe Project as a Revenue Sharing recipient project allows both State and City funds to pay for lighting, which was stricken from the project because it could not be funded through RSTP funding guidelines.
