Purpose
PURPOSE/BACKGROUND:
The purpose of this grant is to elevate a severe repetitive loss property located at 205 Harbor Drive in Hampton.

Discussion:
The City of Hampton has been awarded a 2015 Flood Mitigation Assistance Grant Program (FMA) grant to support the elevation of 205 Harbor Drive. The grant is for $325,883 with no local match required. The lowest finished floor will be elevated to a design flood elevation that will not only provide protection to the 1% annual flood level but also an additional three-foot freeboard requirement. The project will not only reduce claims to the National Flood Insurance Program, but will also protect the health and safety of the residents while reducing demand on City public safety resources during disasters.

Impact:
This grant allows the Office of Emergency Management the ability to contract out the elevation of this home to help prevent flooding of the structure in the future. This action supports the Peninsula Hazard Mitigation Plan, Update 2011 item H-17: Submit grant applications to elevate flood-prone homes to VDEM/FEMA for acceptance/approval and administer approved grants. Council adopted the Peninsula Hazard Mitigation Plan, Update 2011 on November 9, 2011.

WHEREAS, the Virginia Department of Emergency Management has awarded the Flood Mitigation Assistance Grant Program application titled, "City of Hampton, Elevation of 1 Property," to the City of Hampton in the amount of $325,883 with no local match required for a total grant amount of $325,883; and

WHEREAS, the grant award covers the period of May 26, 2016 through October 30, 2018,
