Purpose
PURPOSE/BACKGROUND:

City Council previously adopted Resolution #11-0252 authorizing the City Manager to execute on behalf of the City a Memorandum of Agreement between the Federal Bureau of Investigation (FBI) and the City of Hampton, acting by and through its Police Division, for Access and Use of the Hampton Police Weapons Range (the “Range”). This Memorandum of Agreement contained a provision pursuant to which the FBI would donate funding in the amount of $23,000.00 to the City for the purpose of transporting and installing a portable classroom building and a range utility vehicle both of which would be placed at the Range, located at 1501 Bethel Avenue, Hampton, Virginia. A subsequent Resolution # 11-0331 was adopted by Council approving the allocation of said donation for the purposes outlined in the Memorandum of Agreement.


Discussion:

As referenced, in 2011 HPD received a monetary donation in the amount of $23,000 from the FBI and at that time agreed these funds would be used for the purpose of transporting and installing a portable classroom building and a range utility vehicle at HPD's Range. However, at present, HPD is working on an RFP (Request for Proposal) for repairs to its Firing Range. Consequently, due to these much needed repairs, HPD requested the FBI's approval to reallocate said donation to be used towards said Range repairs. The FBI has agreed to and authorized this reallocation of funds through the letter attached herewith dated August 13, 2015 from Special Agent in Charge, John S. Adams. This letter will be incorporated into an Amended Memorandum of Agreement between the parties to formalize such agreement.
