Purpose
PURPOSE/BACKGROUND:
This is a proposal by the City of Hampton to amend and re-enact the Zoning Ordinance of the City of Hampton, Virginia by amending Chapter 1, Article I, Section 1-2 thereof, to revise portions of the Zoning District Map defined in that section pertaining to airport noise and aircraft accident potential zones and boundaries. “An amendment to the Hampton City Zoning Ordinance District Map to adjust the boundaries of the O-AICUZ District and the Noise Overlay Map is required in the interest of public necessity, convenience, and general welfare, represents sound zoning practice, and helps ensure the continued safety and compatibility of military operations at Langley Air Force Base”.
The proposed amendment seeks to update the Air Installations Compatible Use Zones (AICUZ) map originally submitted to City Council in 2021, following the release of the June 2020 Air Installations Compatible Use Zones (AICUZ) Study for Joint Base Langley-Eustis (JBLE). The purpose of this amendment is to outline the regulatory changes necessary to maintain compliance with state law, ensure continued land use compatibility around Langley Air Force Base, and update the noise contours and accident potential zones.
Ensures compatibility between noise contours and accident potential zone as shown on the updated map land use in the areas identified on the updated map. Adaptation of the map also complies with the Memorandum of Understanding between the City and Langley Air Force base with regard to land development within the AICUZ, based on a recommendation of the Hampton Langley Joint Land Use Study (JLUS) which was approved by the Hampton City...
