Purpose
PURPOSE/BACKGROUND:
The Hampton Police Division desires to evaluate the effectiveness of Law ID, a mobile identification authentication and verification system through participation in a pilot program. This system allows law enforcement officers to quickly scan a driver’s license with minimal loss of visual contact. The program authenticates the contact’s identification and highlights critical fields from DMV and criminal records, so the officer can quickly assess whether caution is warranted.
Discussion:
It is the policy of the Hampton Police Division to utilize technology to enhance its mission and increase safety of both officers and citizens. Every interaction between an officer and an unknown contact has potential risks. Using the Law ID program is one way that the Hampton Police Division may be able to reduce those risks. In addition, Law ID may decrease the time it takes for an officer to fill out paperwork associated with a traffic stop or other citizen encounter by automatically populating standardized forms with information retrieved during the records search.
Impact:
The Hampton Police Division wants to procure 25-30 licenses for its pilot program. The cost per license is $29.99 per month, making the total cost for a twelve month pilot around $9,000-$11,000. However, the Division has grant funding for this project.
