Resolution to Amend the FY2026 City Council Approved Budget to Accept $577,022 in Additional SMART SCALE Funding from the Virginia Department of Transportation and to Appropriate those Funds to the Capital Fund (Capital Projects Fund) for the West Queen Street Corridor Improvements Project
Purpose
The West Queen Street Corridor Improvements Project (UPC 123173) will reduce West Queen Street to two lanes and will add a shared-use path on the north side between East Weaver Road and Power Plant Parkway (to the east) and a sidewalk on the south side between St. Johns Drive and Power Plant Parkway (to the east). It will also construct a sidewalk on the north side between Power Plant Parkway (to the west) and East Weaver Road. In March 2025, Council approved 25-0081 for the City Manager to execute the project administration agreement with VDOT for this project. This funding will allow the project to the complete the design phase until the construction funding becomes available in the FY2027 Capital Improvement Plan.

WHEREAS , the West Queen Street Corridor Improvements Project (UPC 123173)(the "Project") will reduce West Queen Street to two lanes and will add a shared-use path between East Weaver Road and Power Plant Parkway to the east; a sidewalk on the south side between St. Johns Drive and Power Plant Parkway to the east; and a sidewalk on the north side between Power Plant Parkway and East Weaver Road to the west;
WHEREAS , by resolution on March 12, 2025, in accordance with Virginia Department of Transportation ("VDOT") project funding allocation procedures, the City Council requested that VDOT program the Project in the City of Hampton (“City”);
WHEREAS, those funds were not included in the FY2026 City Council Approved Budget; and
WHEREAS, VDOT will pay those funds not yet distrib...
