CDBG & HOME 2025 Consolidated Annual Performance and Evaluation Report (CAPER) Review
Purpose
PURPOSE/BACKGROUND:
The Department of Housing and Urban Development (HUD) requires entitlement communities to hold a public hearing to review program performance and to obtain the views of citizens on housing and community development needs. The program year 2025 Consolidated Annual Performance and Evaluation Report (CAPER) provides a review of the City’s performance and use of Community Development Block Grant (CDBG) and HOME Investment Partnership Program funds.
The report has been available for a 15-day public review and comment period since Tuesday,August 25, 2026. The public comment period will end on Wednesday, September 9, 2026. All public comments received will be incorporated into the final draft of the plan, which will be submitted to HUD by September 30, 2026.
Discussion:
This report provides an overview of the accomplishments regarding the Council-approved 2025-2026 Annual Action Plan and related housing initiatives.
Impact:
There is no fiscal impact to the City; however, HUD requires this report be presented and submitted annually.
