Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the FY 2016 State Criminal Alien Assistance Program (SCAAP) Grant Program through the Bureau of Justice Assistance

 

Purpose

PURPOSE/BACKGROUND:

The Bureau of Justice Assistance, in conjunction with the Bureau of Immigration and Enforcement (ICE), the Citizenship and Immigration Services and the Department of Homeland Security (DHS), provides federal payments/funds to states and localities that incurred correctional officers'/deputies' salary costs for incarcerating undocumented criminal aliens.

 

Discussion:

The Hampton Sheriff's Office submitted an application on April 20, 2016 to determine if any of the inmates met the SCAAP requirements.  The Hampton Sheriff's Office has met the requirements of the grant and has been awarded $13,073. 

 

Impact:

The grant reimbursement award of $13,073 will be used to cover medical services for the inmates incarcerated within the facilities.

                     WHEREAS, the Bureau of Justice Assistance has awarded a 2016 SCAAP Grant to the City of Hampton, Virginia in the amount of $13,073; 

 

                     WHEREAS, the grant award covers the period of July 1, 2016 through June 30, 2017; and

 

                     WHEREAS, the grant does not require a local match.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the 2016 SCAAP Grant award in the amount of $13,073, and any supplemental funding, by the Bureau of Justice Assistance in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award upon approval by the City Attorney of the form and legal sufficiency of all required documents.
