Resolution Appropriating $406,947.00 Funds Received from Hampton Roads Sanitation District, from the Capital Projects Miscellaneous Revenue Account to the Capital Project Fund for Design and Construction Cost of the Replacement of Bridge Street Bridge

Purpose

PURPOSE/BACKGROUND:

The City is proposing to construct a replacement bridge on Bridge Street as part of Capital Improvement Project No. 07-010, VDOT Project No. 000-114-199/UPC 93081.  Hampton Roads Sanitation District’s air vent pipe, wastewater siphons, and all connections, manholes, and related appurtenances are located in whole or in part within the right of way of Bridge Street.  The Project creates a conflict with existing facilities, requiring temporary relocation of part of the Facilities and permanent relocation and permanent improvements of part of the Facilities.  HRSD and the City agree it is in their best interest to include the Facilities work in the Project which will include pre- and post-lining closed circuit television (“CCTV”) inspection of the Facilities, CCTV inspections of the temporary locations, and a temporary utility support system as part of the temporary relocations, temporary and permanent air vent pipe, temporary bypass system of the existing wastewater siphons as part of the temporary relocations.

Discussion:

The HRSD facilities are required for the community’s infrastructure.  The portion of the Project outlined in this resolution is estimated in the sum of $855,661.75, with the City bearing $406,947.00 of this amount, and HRSD the remaining $448,714.75.  Staff believes the terms of the foregoing cost share arrangement are fair and reasonable and requests appropriation of its share of and approval to execute the attached Agreement for Construction and Relocation of Bridge Street Vent and Rehabilitation of Bridge Street Siphons.  The City share is a participating project cost with Federal reimbursement of 80% per approved City Council Resolution R-2014-00515 ...
