Briefing on Resilient Hampton Downtown, Phoebus, and Buckroe Water Plan
Purpose
PURPOSE/BACKGROUND
In spring 2021, the City launched its second watershed-level process to identify resilience opportunities in Downtown, Phoebus, and Buckroe. This is a briefing to present the final draft Water Plan and identified priority flood mitigation projects for the Downtown Hampton, Phoebus, and Buckroe neighborhoods. This water plan is a continuation of the Resilient Hampton’s efforts to create watershed and neighborhood-level plans and projects for resilience, known as Phase II of the Resilient Hampton Initiative.
Discussion:
This presentation reviews recent work and future directions of the Resilient Hampton Initiative and the planning process and content of the Water Plan by: (1) discussing recent key accomplishments of the Resilient Hampton Initiative; (2) presenting the community engagement efforts, resiliency vision, and priority projects and programs identified in the Water Plan; and (3) outlining next steps and challenges moving forward.
The Downtown, Phoebus, and Buckroe Water Plan builds upon the previous Newmarket Creek Water Plan. Both water plans serve as platforms for current and future investments in resilience infrastructure. As the briefing will describe, the Newmarket Creek Water Plan was the catalyst for three (3) major projects for which the City sought and obtained environmental impact bond funding to construct.
Impact:
Citizens throughout the City will benefit from the plan and the projects it results in, which will address coastal resiliency, reoccurring flooding, while enhancing our waterways, environmental sustainability, tax base, and quality of life. The Resilient Hampton Team will use the projects, programs, and policy identified within the plan to guide work planning, inform funding strategies, and prioritize grant seeking.
