Purpose
PURPOSE/BACKGROUND:

The purpose of the Arconic “Howmet Drive” Pedestrian Improvements Project (the “Project”) is to install ADA compliant ramps, sidewalks, crosswalks and associated traffic controls in Copeland Industrial Park adjacent to the Arconic Power and Production Products plant facility. City Council previously approved this Project in July 2018 by Resolution #18-0246 and submitted same to the Virginia Department of Transportation (“VDOT”) when the Commonwealth Transportation Board initially approved the VDOT Six-Year Improvement Program. The project, while approved in 2018, no funding was expected until FY2024. Now that it is FY2024, VDOT has requested an updated resolution from the City for this Project since the prior resolution was approved over five years ago. In accordance with the VDOT project allocation procedures, in order to receive VDOT funding support, City Council must request by resolution that VDOT program each highway project; and must authorize the City Manager or her designee to execute project administration agreements and any other City/State Agreements for implementation of these projects. Once and approved and programmed, VDOT will allocate sufficient federal and state funds to fully fund the Project. The funds are reimbursable by VDOT and are paid on a reimbursement basis following the expenditure of City funds.
