Purpose
PURPOSE/BACKGROUND:

Council completed the open session review but didn't complete the entire closed session review and, as such, were not able to get to the ranking exercise. The closed session review will continue on November 9, 2016, at a special meeting and the ranking exercise will take place during the regular work session on that date.

The strategic priorities workshop is designed to give Council Members early input into the capital improvement planning for the City. Each year we review proposed capital projects as well as strategic initiatives the Council, staff or community has recommended for consideration. This workshop will be structured as follows:

- Open session review of all projects: Staff will answer questions about each project outlined in the attached document as necessary for Council Members to have a full understanding of the scope, need and impact of the project.
- Closed session review of select projects with appropriate closed session exemptions: Staff will provide additional detail on those projects that have an acquisition, disposition and/or new business not previously announced component.
- Sorting of projects: After concluding the closed session briefing, Council Members will be asked to sort projects into three categories. Tier 1 should reflect those projects which Council members have the strongest interest in immediately pursuing. Tier 2 projects should reflect those projects which Council members support but which may take longer than five years to complete unless revenue grows faster than projected. Tier 3 projects should reflect those which - while Council members may support - there is agreement to cease active staff work on currently.
