Purpose

PURPOSE/BACKGROUND:

On April 24 and May 1, 2024, public hearings took place on the City Manager's Recommended Budget for Fiscal Year 2025.  That Recommended Budget included a proposed increase from $0.06 per $100 of assessed value to $0.10 per $100 of assessed value in the special assessment imposed on properties within the Elizabeth Lake Estates Service District, as requested by the Elizabeth Lake Estates Civic Association ("ELECA").  The ELECA addressed City Council during its work budget work session April 24, at which time the City Council requested ELECA provide evidence of the support of at least 65% of the property owners within the Service District prior to its adoption of the requested increase.

The ordinance necessary to facilitate the increase was read for the first time on May 1, 2024; but on May 8, consideration of that ordinance was deferred until June 12, 2024.  The ELECA has since provided to City Council evidence of the support of 65% of the property owners, so the City Council will now again consider the requested increase.  During this work session, ELECA representations will present information on their efforts to secure neighborhood support of the proposed increase.
