Motion to Deviate from the Order of Business Set Forth in § 2-43 of the city code

Purpose

Following consideration during the City Council retreat on August 3, 2016, the City Council intends to move the public comment period from the end of the evening agenda to the middle portion of the agenda. This is to be done for a six month period, after which the practice will be evaluated.  If it works well, Council will consider changing the appropropiate portions of the City Code to reflect the change.

The suggested motion is: 

“Motion to deviate from the order of business set forth in § 2-43 of the city code commencing August 10, 2016 until February 8, 2017,  to allow council sufficient time to evaluate (the benefits) of moving the public comment provision in §2-43 (9) up to 2-43 (5) after the state code required public hearings but before the commencement of general items not requiring a public hearing; with the proviso that at its February 8^th meeting, council will make a definitive determination on the placement of public comment in the order of business. Notwithstanding the foregoing the provisions of §2-43 (9) governing time limitations and conduct will remain in full force and effect.”
