Resolution Requesting that the Virginia Department of Transportation Program Two New Projects into its Six-Year Improvement Plan
Purpose
PURPOSE/BACKGROUND:
The City of Hampton (the “City”) applied and was approved for Virginia Department of Transportation (“VDOT”) VA Safety funds (part of the Highway Safety Improvement Program). The City was notified that VDOT’s funding will be received on 100% Federal and State share basis beginning in Fiscal Year 2026 for the following projects (collectively the "Projects"):
1. Curve Safety Improvements - Installing curve delineation treatments at six curve locations within the City of Hampton. (Andrews Boulevard, Big Bethel Road & Roberta Drive, Cunningham Drive & Von Schilling Drive, Queen Street at Rockingham Drive, Semple Farm Road & Frazier Court and Semple Farm Road at Peppermint Way)
2. Unsignalized Pedestrian Crossings - Installation of pedestrian crossings at unsignalized intersections systematically at five intersections throughout the City of Hampton.
In accordance with the VDOT project allocation procedures, in order to receive VDOT funding support, City Council must request by resolution that VDOT program each highway project; and must authorize the City Manager or her designee to execute project administration agreements and any other City/State Agreements for implementation of these Projects. Once approved and programmed, VDOT will allocate sufficient federal and state funds to fully fund the Projects. Both Projects have been included in the Council Approved FY2026 Budget. The funds are to be paid on a reimbursement basis from VDOT to the City following the expenditure of City funds.
