Title
Resolution to Establish the Citizens Police Academy Group (CPAG) as a Hampton City Council Appointed Committee

Purpose
PURPOSE/BACKGROUND:
The Hampton Police Division and Hampton City Council generally support the recommendations of the Final Report of the President's Task Force on 21st Century Policing. Recommendation 4.5.3 of that report advocates for a citizen group to advise the Police on crime prevention strategies and agency policies from a citizen's perspective. In accordance with that recommendation, Hampton City Council passed a resolution to establish a City Council-appointed committee, the Citizens Police Advisory Group (CPAG), on October 12, 2016. The Resolution was amended on January 10, 2018. The staff's recommendation is based on the consensus of the City Council that the following resolution, amending the resolution adopted on January 10, 2018, establishing the Citizens Police Advisory Group, be adopted. The amendments add two additional representatives from the Community at Large, replacing the youth representatives as appointment requires members to be eighteen years of age and pass a background check. The amendments also add three representatives from the Business Community and two Non-Profit representatives.

Discussion:
The amendments to the Citizens Police Advisory Group (CPAG) will provide more diverse citizen input on Police policies and procedures. Providing a more well-rounded representation of opinions from various community segments is an advantage to the Hampton Police Division and the community as a whole.

Impact:
No economic impact.

Recommendation:
Rec
Approve the resolution.
