Purpose
PURPOSE/BACKGROUND:
Council has identified promoting a Safe and Clean Community as a strategic priority. The Hampton Police Division has developed a Gun Crime Initiative to support this priority and identified a series of investments that are needed to move this initiative forward.

Discussion:
Among the investments that were not specifically included in the Council Approved Fiscal Year 2017 Budget are jointly participating in the National Integrated Ballistic Information Network (NIBIN) with the City of Newport News and equipping officers with smart phones. The other investments being made as part of the Gun Crime Initiative that have already been funded in the FY 2017 Council Approved Budget includes replacing/upgrading Police Toughbook computers (funded through the PC Replacement Program); establishing a Real Time Crime Center (funded with Re-engineering Funds) and supporting auxiliary police officers (funded through the Police Division's operating budget).

Impact:
Council set aside funds in the Capital Budget to support Council Strategic Initiatives and, therefore, transferring $201,360 from the Capital Budget to the Police Division will help move this important initiative forward.
