Ordinance to Amend and Reenact the City Code of the City of Hampton, Virginia by Enacting Chapter 2, Administration, Article III, Officers and Employees Generally, Section 2-115, to Authorize Employee Bonuses
Purpose
PURPOSE/BACKGROUND:
Virginia Code § 15.2-1508 permits the governing body of a locality to provide for monetary bonuses to officers and employees. City Council has delegated to the City Manager the ability to create employee bonus programs through policy(ies) contained in the City of Hampton Personnel Policies Manual. This proposed ordinance codifies that delegation as well as the ability for City Council to provide bonuses to its appointees.

BE IT ORDAINED by the City Council of the City of Hampton, Virginia, that Section 2-115 of Article III, Chapter 2 of the City Code of the City of Hampton, Virginia be adopted to read as follows:

Sec. 2-115. - Bonuses.
The city manager is authorized to establish monetary bonus programs for any officer or employee of the city or a constitutional officer. Bonuses may be awarded pursuant to this ordinance either in accordance with policies adopted by the city manager or upon explicit approval by the city manager or their designee. In addition, city council may authorize payment of bonuses to the city manager, city attorney, or city clerk. However, if a bonus is awarded to the general workforce, the same bonus shall be awarded to the city manager, city attorney, and city clerk, unless city council directs otherwise.
