Purpose
Background:
This Ordinance adopts a budget and appropriates monies for the CDBG and HOME projects and activities as presented in the Action Plan for Fiscal Year 2017 ("Action Plan").
Discussion:
This ordinance adopts the budget and appropriates monies for the expenditures of the CDBG and HOME Fund for fiscal year 2017. The budget was duly advertised in the Daily Press on April 13, 2016 and April 21, 2016 as part of the Action Plan. Public Hearings were held on April 27, 2016 and May 4, 2016. Council adopted the Action Plan on May 4, 2016. The Action Plan's estimated budget is based on the second year presented in the five-year CDBG and HOME Consolidated Plan as presented in the Action Plan for fiscal year 2017. The CDBG and HOME Action Plan's estimated budget for fiscal year 2017 is $1,830,609. The primary source of funds for this budget is Federal grants from the US Department of Housing and Urban Development, which are generally annually received at or near October. Pursuant to Hampton City Code Sec. 2-50, no ordinance appropriating money exceeding $5,000,000 shall be passed on the same day as day as its introduction. This ordinance may be approved on its first reading.

BE IT ORDAINED by the City Council of the City of Hampton, Virginia that the attached budget is approved and appropriations are hereby made for the Community Development Block Grant (CDBG) and HOME Investment Partnership Program Fund for the fiscal year 2017 beginning July 1, 2016 and ending June 30, 2017, subject to receipt of funds from the US Department of Housing and Urban Development.
