Resolution to Amend the Fiscal Year 2025 Council Approved Budget to Accept and Appropriate the Assistance to Firefighters Grant Awarded by Homeland Security

Purpose

PURPOSE/BACKGROUND:

The purpose of the Assistance to Firefighters Grant program is to protect the health and safety of the public and firefighting personnel against fire and fire-related hazards

Discussion:

This grant will fund an early cancer detection test for all Division members.  This test can detect cancer signals in the blood for more than 50 types of cancer.  This test will enhance our current annual physical examinations by adding another layer of protection that will perhaps detect cancer in its early stages.  According to the National Institute for Occupational Safety and Health, cancer is the leading cause of death among firefighters, and research suggests firefighters are at higher risk of certain types of cancer as compared to the general population.

Impact:

This grant will fund tests that may allow us to detect cancer in its early stages which significantly improves survival rates.  The grant is approved for $272,454.54 with a grant match of $27,245.46 for a total approved project cost of $299,700.00.  The required grant match funds are to be covered using an existing Assistance to Locality grant.

WHEREAS, the US Department of Homeland Security has awarded the City of Hampton an Assistance to Firefighters Grant in the amount of $272,454.54

WHEREAS, the Assistance to Firefighters Grant requires a cash match of $27,245.46

WHEREAS, the combined funds of the Assistance to Firefighters and the Cash Match, which total $299,700.00 will be used by the Fire and Rescue Division to screen for early cancer detection

WHEREAS, the grant award covers the period of July 30, 2024 to July 29, 2026
