Ordinance to Amend and Re-enact Article II, Chapter 32.1, Section 32.1-41(b) of the Solid Waste Ordinance to Align Hampton's Solid Waste Billing with Newport News Waterworks’ Monthly Billing Cycle
Purpose
PURPOSE/BACKGROUND:
Beginning July 1, 2018, Newport News Waterworks (“NNWW”) will convert from bi-monthly to monthly billing cycles (1) in response to customer requests for better alignment with other utility bills and (2) for NNWW to obtain more timely water usage information to identify problems with its water distribution system. NNWW collects fees for operations and maintenance of Hampton sanitary sewer and solid waste services. Section 32.1-41(b) of the City ordinance is revised to reduce by one-half the former water consumption required in a single billing cycle to trigger solid waste billing, which coincides with NNWW’s monthly billing cycle.

(b) Solid waste user and recycling fees will be imposed upon (i) single residential unit property owners or occupants and (ii) business or commercial establishment and multiple residential unit property owners or occupants opting to use the city collection service that meet all of the following criteria:
(1) A habitable dwelling unit or business or commercial establishment;
(2) An active water account; and
(3) Commencing July 1, 2018, active water consumption, which is defined as metered water service that uses at least ten (10) cubic feet (0.10 hcf) of water consumption during a single billing cycle.
