Strategic Priorities
Purpose
PURPOSE/BACKGROUND:
UPDATE FOR JANUARY 25, 2017:
At the January 11, 2017 Council Work Session, staff and the City's financial advisors presented options for funding Council Strategic Initiatives with the goal of getting guidance from Council regarding its preferred options. The first session was designed to be informational. Staff and the financial advisors will be available at the January 25, 2017, session to answer any questions that can help Council provide guidance to staff. Staff will take Council's guidance and use it to guide the development of the City's FY2018-2022 Capital Improvement Plan.
PREVIOUSLY PROVIDED TO COUNCIL FOR JANUARY 11, 2017, MEETING:
At the October and November 2016 Council meetings, City Council was briefed on various strategic priority projects and ranked each project into one of three tiers. At this meeting, we will brief Council on three things:
1. Staff will review the results of the Council rankings;
2. The City’s Financial Advisors, Davenport and Company, will review various bond capacity scenarios that could be used to fund Council strategic priorities; and
3. Staff will present scenarios of what projects could be funded under the various bond capacity scenarios presented by the Financial Advisors.
Based on these briefings, we will ask Council to give us feedback regarding whether there are any additional scenarios they would like staff to provide and, ultimately, what scenarios they prefer. Once staff received this feedback, we will develop a final plan to include in the five year Capital Improvement Plan this spring.
The presentation on this item is under development and will be provided at the Council meeting.
