Title

Land Development Code and Ordinance Study

Purpose

PURPOSE/BACKGROUND:

In our continuing efforts to improve our service delivery, Hampton embarked on a study to assess how our land development codes and ordinance compare to our peer jurisdictions in Hampton Roads.  This study was conducted by and independent third party.  Kimley Horn is a national consulting firm specializing in engineering and land development activities and has navigated land development processes in every Hampton Roads jurisdiction.  A representative of Kimley Horn will discuss their findings and recommendations.

Discussion:

The City project team that worked with Kimley Horn consisted of representatives of the following departments:  Community Development, Public Works, and the City Attorney's Office.  Recommendations from the study will be incorporated into a prioritized work plan to be implemented by the project team.

Impact:

This initiative is directly related to the strategic objective of: (1) Good Government and (2) Economic Growth.  Information provided by the study will direct City staff toward ordinance and process improvements that could make our land development review processes more effective and efficient which in turn helps Hampton support more economic growth and investment.

Recommendation:

Rec

This is a briefing to inform City Council of the study findings and to provide staff's next steps.  No formal action required.
