Hampton Roads Transit (HRT) System Optimization Plan (SOP) Briefing
Purpose
PURPOSE/BACKGROUND:
Hampton Roads Transit (HRT) staff will discuss the System Optimization Plan (SOP) process, which is intended to address ongoing resource challenges in public transit service delivery, particularly those stemming from bus operator shortages and evolving travel patterns following the pandemic. The SOP will recommend modifying or reducing low-ridership routes and reallocating the resulting savings to enhance service on higher-demand routes. It also will address introducing microtransit solutions for lower-demand areas and identified gaps in existing paratransit coverage. HRT staff will share the need for the SOP, the process, goals and proposed schedule and next steps.
Discussion:
City Council may provide feedback and guidance to HRT to inform refinements that can be incorporated into the final plan.
Impact:
Ensuring that HRT provides reliable and consistent transit service on the Peninsula that is financially responsible while addressing long-term operational and fiscal challenges.
