Use Permit by Canopy Development to Permit 255 Multifamily Dwellings
Purpose
Background Statement:
This proposal is a Use Permit Application to construct three (3) 4-story apartment buildings at 1044 Von Schilling Drive, LRSNs 7001654 and 7001655, with a total of 255 dwelling units, which are intended to be rented at the market rate for the area. There will be a mix of unit types: 38 studio units 110 1-bedroom units, 99 2-bedroom units, and eight (8) 3-bedroom units. Two of the three buildings will front along Von Schilling Drive, while the third will run parallel to the site near the rear of the property. A separate clubhouse facility will be located at the corner of Von Schilling Drive and Enfield Drive, containing a resort-style outdoor pool, fitness center, yoga studio, business center, and leasing office. Other amenities on site will include grilling stations, a dog park, benches, and electric vehicle charging stations. The future land use map from the Hampton Community Plan (2006, as amended) recommends mixed-use development for this site. The Coliseum Central Master Plan (2015, as amended) recommends high-density residential development on this site, in conjunction with revitalization of the Riverdale Shopping Center to the south. The Plan encourages mixed-use and pedestrian-oriented development throughout Coliseum Central.
Staff’s recommendation of approval is subject to an additional twenty-one (21) conditions for the Use Permit.
