Purpose

Background Statement:

Rezoning Application No. 25-0322 is a request to rezone 1700 E Pembroke Ave [LRSN 12003841] from Limited Commercial (C-2) Districts to One-family Residential (R-9) District with proffered conditions to construct a single-family home on a vacant lot. Key proffered conditions include adherence to the concept plan and elevations, building materials, Site Plan approval, and compliance with the Zoning Ordinance.

 

The Hampton Community Plan (2006, as amended) and Buckroe Master Plan (2005, as amended) recommends commercial land use for the subject property. The Community Plan also includes policies that encourage and maintain a diverse mix of housing types and values, safeguard the integrity of existing residential neighborhoods, and promote and enhance the identity and scenic qualities of city corridors and gateways. The Buckroe Master Plan (2005, as amended) recognized Pembroke Avenue as an improvement opportunity, indicates that new single-family housing on the north side of Pembroke Avenue will improve the character of the street, and demonstrates a weakness of the area in old housing stock and demand for single-family homes.

 

This application was deferred by City Council to the January 28, 2026 meeting to permit the applicant time to hold a community meeting.  A community meeting was held on Thursday, January 22, 2026.
