Purpose
PURPOSE/BACKGROUND:
Annually a list of new streets which have been constructed within the City is compiled and sent to VDOT for maintenance fund eligibility. Once VDOT accepts these roads into the maintenance system the City receives annual funding in support of these roads. Part of the process is City Council adoption of a Resolution submitting the new lane miles. Also, adjustments and removals are made of existing approved streets. Only public roads are included.

Discussion:

This application includes the addition of a number of new streets, including additional lane miles on Saunders Road between Big Bethel Road and the Newport News City Line. Removals and modifications were driven by transfer of approved Fort Monroe Authority (FMA) streets to the National Park Service (NPS), making them ineligible to receive urban maintenance payments. The City serves as the pass through of these funds to the FMA. Once removed from the approved inventory, the pass through from the City to the FMA will also be reduced accordingly in FY 2018.

WHEREAS, the Virginia General Assembly on February 22, 1985 passed House Bill 1269 requiring municipal streets to be divided into two (2) categories: “Principal/Minor Arterial Roads and Collector/Local Streets”;

WHEREAS, the Virginia State Highway and Transportation Commission on July 1, 1985 revised its policy concerning street addition/deletions as a result of Virginia General Assembly House Bill 1269;

WHEREAS, the City of Hampton contains roadway which have been built as a result of new construction; and

WHEREAS, the Hampton City Council wishes to add and modify/delete various roadways as “Principal/Minor Arterial Roads and Collector/Local Streets” in order to qualify for municipal assistance paymen...
